A family member provides a donation for a patient who needs the kidney now and in return receives a voucher for a family member (perhaps a grandchild) which will move them to the top of the list for a living transplant when they need one. It does not apply to dead donor transplants and doesn’t guarantee a transplant, it just moves them to the top of the list.
Providing there is no coercion this seems a good idea to me. https://www.webmd.com/digestive-disorders/news/20210624/innovative-kidney-donor-voucher-system-is-saving-lives?ecd=wnl_day_062421&ctr=wnl-day-062421_rssfeed_link_1&mb=l6ocj9x9yhET5AaYOSd4A5AyWFWqf9PLcw8RCwM%40q%2FM%3D
